Verify any Duel Dice roll. HMAC-SHA256(serverSeed, `${clientSeed}:${nonce}`) is sliced 4 bytes at a time with rejection sampling against a 10001-multiple of 2^32; the accepted slice modulo 10001 divided by 100 gives the roll in [0.00, 100.00].
